Major Changes in the Concept of Industrial Engineering Later in the “Post-Epidemic Era” ?

Producers began manufacturing and sourcing in China for one reason: costs. The trade war brought a second dimension more fully into the equation-risk-as tariffs and the threat of disrupted China imports prompted companies to weigh surety of supply more fully alongside costs. COVID-19 brings a third dimension more fully into the mix­, and arguably to the fore: resilience-the ability to foresee and adapt to unforeseen systemic shocks.

You know Industrial Engineering is the major field centered with the main principle of saving cost and improving efficiency. For example, some classic theories and principles in Industrial Engineering, especially lean production methods, have played an active role in promoting the process of globalization. However, with the outbreak of the epidemic, Western countries have exposed the shortage of many medical product supply chains, and the global supply chain built on the principle of “lean” will be hit hard.

In the future, Western countries will be bound to redefine the scope of “strategic safety” products and will further expand to medical supplies such as masks. The related manufacturing industry will gradually move back from China to their homeland, and the supply chain will be re-arranged in the future. Therefore, Industrial Engineering in the “post-epidemic era” will also play a targeted role in the context of industrial redistribution, not just cost savings and efficiency improvement. This might be a new outlook in our later special research.

近期国际风云形势变化,最大的新闻当属卡扎菲死亡的消息了。10月20日,统治利比亚42年之久的卡扎菲死亡,早已躁动不安的的黎波里顿时炸开了锅,人们自发走上街头庆祝这一激动人心的时刻。详见网易新闻报道:“利比亚民众庆祝卡扎菲死亡”。

当然,与此同时,也有担心的声音:“我们不关心什么民主自由,只想有安定的生活。”由此我想到了国内的局势。正如网友的评论所言:“现在的社会,贪腐盛行,垄断横行!我们要的是基本的民主权利,是监督权和选举权、罢免权!因为没有监督的权力只能是腐败的权力、是欺压人民的权力!美国当然也有贪腐,但那要冒极大的风险,要偷偷摸摸见不得光。而我们这里,几乎已经是司空见惯。他们的官员没有那么多特权待遇,不敢肆意挥霍,不敢对选民作威作福!这是大家都看得到的。而我们的官员怎样对待老百姓,大家都很清楚吧?”

更加深刻的评论着实令人深思:“然而极权势力和既得利益集团尚未能清醒地明白一个道理,即能够保住自己既得利益而不是被推上断头台的唯一办法就是妥协——向民意妥协,向天道妥协!试想当年的大清政府,假如慈禧太后能接受康有为等人君主立宪的政治主张,袁世凯还会有机会吗?可问题就是既得利益者实在是太贪婪,哪怕是一点点到手的权力都不愿意放弃!结果只能是落个更悲惨的下场。俄国沙皇就是一个很好的例子——本来民主主义者只是希望君主立宪,让他们放弃一部分的权力,可是结果却要了自己的命。专制最大的敌人就是自己!因为人性最终是抵挡不住各种诱惑的。所以绝对的权力必然导致绝对的腐败,而绝对的腐败必然导致专制者灭亡。看看古今中外的历史没有一个是例外的。正所谓忠言逆耳,在慈禧太后眼里,谭嗣同等人就是乱臣贼子,犯上作乱,非杀之而后快。然而现在看来,谭嗣同等人倒真是忠臣,而那些以为继续欺骗人民就能维护其统治的帮凶却是害了满清统治者。假如当年的清政府稍微明智一点,做出一点妥协,同意改革派提出的政治改良主张,那么大清皇族也许会像今日的英王室一样至少还存在着吧,不会像俄国沙皇一样把命丢了还招人耻笑吧。实在是利令智昏,愚不可及!唯上智与下愚不移!社会机器的复杂性就在于它是很难以个别少数人的意志——即使是统治者本身的意志——而迅速又平稳地做出自身的调整的。这也是为什么历史上几乎所有的政治改革都会遭遇巨大的阻力和很难获得圆满结局的原因。问题的根源,不仅是你、我明白,统治者内部对此有着清醒而深刻认识的人也绝不在少数。然而当我们将“统治阶级”和“既得利益集团”之类名词术语赋予这样一个群体的同时,也就意味着我们所面对的不再是某一个具体的有着完全独立个人思想与意志的个体的人!不管是慈禧太后,还是俄国末代沙皇尼古拉二世,明知整个帝国的崩溃已在瞬息之间,仍然不能做出正确的取舍决断——不肯放弃或者是与民众分享那怕是丁点儿的权力——当然,他们决不会认为自己会因此而把整个帝国推向毁灭,更不相信自己将会因此而丢掉性命。当一个庞大的人类社会机器已经运转至悬崖的尽头时,无论他们再做出什么样的选择,都不可能阻止帝国坠毁与崩溃的命运。至此,对他们而言,竭力维持现状(维稳),也许就是唯一的选择了!”

Matter Develops As What Out Of I Thought

The matter develops so fast and I do not think about the result as it before. At last I think the key point is related to me and of course this is a good lesson to me. So the result is somewhat reasonable and I can accept it with satisfaction. Just as one bbs friend on 88 said following my letter, I could forget such an important thing completely that I had noted in such a call! Yep, I really did not care at that time forgetting what I said and even such a call before. After knowing about this condition, I felt that it was really my fault and so this is a great lesson to me. What I will deal with such expanding call is hanging the phone when hearing such advertisement call without leaving any time for the expanders.

哈哈 事情已经有了新的进展,总的说来还是我还算满意。

具体情况是这样的:今天上午950130000客服来电话告诉我,去年的1223日是有他们的业务推销电话员给我来过电话推销这个业务的,还给我播放了当时的录音,虽然我已经没有什么印象了,不过听到声音我也是认可了,后来我去网上营业厅查询,也是查到了确实那天有这样的一个电话,我也不知道当时有什么情况,在对方最后一句关键的话都没有听清楚的情况下(说实在的听不清,听录音也听不清讲的什么)就“嗯”了一声,然而这一声“嗯”就坏事了,客服告诉我最后一句是讲“那好在适当时候给您开通”的意思。天啦,要是知道这个意思,我肯定当场就拒绝了,杯具。客服还说开通的当日(1224日,也就是第二天)还有一条开通短信发过来,我说好的,我回去查一查。

接着我查了当时的电话记录,上面已经提到确实是有的,但是短信却查不到,我又查了昨天取消业务时的短信,网上是有记录的。因此我确定当时那条开通的短信我是没有收到的,客服也承认有这个可能(比如短信通道堵塞等原因)。于是我再次拨打950130000投诉我当时开通没有推送开通短信,以至于我消费了3个月。客服说会反映再去核实,让我等电话。

不过令我奇怪的是,950130000的客服强调这个业务开通前7天免费使用,12月份应该是要扣除月功能费的,可是我的话费账单显示,12月份并没有扣,我刚刚还仔细计算了一次,并没有扣那10元,更有意思的是,我刚刚发现这个月本来扣除的10元也已经返还给我了,哈哈。我觉得是联通自己觉得他做的不对,话费信息不透明,客户不能明白消费,就这一点我仍然可以投诉他。

大家看一下,就现在这个结果了,我觉得还算是比较满意了,再就是等950130000的电话看怎么说了。

教训:大家以后也是要多留心了,那些推广电话一定要听清楚了,千万别被忽悠了,我是一不小心就上当了。切记小心、谨慎为好!

看来确实如此,950130000客服非常积极,刚刚又来了电话解释和强调当时开通这个业务也是经过我本人同意的,我再说没听清楚也没什么意义了,至于短信没有收到我也是强调也是事实,12月份没有扣费,客服解释说可能是有2个月的免费使用的情况出现。最后嘛,客服就说把这个月扣除的10元退还给我作为处理办法问我接不接受,呵呵,关键问题是我在推广电话里同意了,怎么办呢,尽管被忽悠了,也只好这样认了。大家说呢?

Although I am still waiting for the final result, I know it is obviously clear a result. Of course what I did is always right. If you find anything doubt on your telephone fees, you can quickly call on the customer service to reflect the problem and know the matter clearly and ask them to help you dealing with it. In this matter, I have known the whole process of such matter even at last it is my fault finally.

PS: This morning 10010 called me again to tell me that 950130000 had agreed to return the docked 10 yuan later in one or two days. I admitted that it was the fact. Just now when I checked my account, I found 10 yuan had been added. (Updated on 29th, March)

I Am So Disappointed At China Unicom

I am so angry with such things of arbitrary charges of China Unicom. Why it treats with me in this way, a loyal customer? In the complaints, I confirmed that if the matter would not properly settled, I would ask it to give me an economic compensation, or I would complain to the Consumer’s Association, the headquarter of China Unicom and Ministry of Industry and Information Technology. On mobile board of 88 BBS, I wrote a letter as follows. You can know the detailed information about this matter from this letter.

联通让我很失望,我要持续投诉,大家帮帮忙,谢谢诶!

具体情况是这样的:

昨天我在10010.com上查询3月份的话费,合计的话费和查看详单后的话费总额加起来对不上,刚好差了10元,我还现在想是不是系统出错还是我算错了;今天我接着又拨打10010查本月话费,把合计费用和各分项费用及本月优惠的费用做一对照,仍然是莫名其妙的多了10元。在经过确认后,下午我打10010投诉,很快就有回复说是那多出来的10元是开通了一个叫做“家庭总机”的语音增值服务,但是老天爷啊,我从来也没听说过这样的一个业务名字,问什么时候、怎么开通的,对方说也不是很清楚,需要继续调查,在1-3个工作日内给我答复。

紧接着我在网上查所谓的“家庭总机”,果然是有一个叫天舟通信的公司搞的一个与联通合作的业务,“家庭总机”业务网页是http://ihome.95013.com/。仔细看了一下它的开通方式:“开通方式:本产品支持营业厅、人工客服热线(950130000)和WEB网站(http://www.95013.com)开通。”可是我根本没有使用过以上3种方式中的任意一种,怎么也给我开通了呢?于是我拨打了950130000的客服热线(浙江省内联通手机用户拨打是免费的),询问我的业务开通情况,客服说的含糊不清,就说是1月份就开通的,我问怎么开通的,回答说是有人向我推荐开通的,我非常生气,根本就没有人向我推荐过,即使推荐过,我也不会开通,对我没有用。我又问为什么12月份没有收月功能费,3月份才开始收的?对方回答说查不到费用扣除情况,问我是否取消此业务,我说好的,于是就取消了,接着来了一条短信确认了我已经取消了(当初我被莫名其妙定制了这个业务怎么没有短信通知我?)接着我拨打10010再次投诉了此事,希望联通尽快处理,这个月的10元功能费已经被扣掉了,给我一个满意答复,否则我会每天向10010投诉、向联通总部投诉、向工信部投诉,直到问题解决好为止。

大家再帮我分析一下,看看接下来我还能怎么去做好上述投诉,我主动取消了业务是否会有什么影响?要求怎样和多少赔偿才算是合理的呢?谢谢大家!

I will wait for its replay in one or two days to see how China Unicom deals with this matter. I think that the key points lie on three aspects. The first is that the benefit of customers is aggrieved when the value-added service was commissioned without any mentions in condition of innocence. The second is that the consumption information of mobile was not clear and there were no explanations of such monthly function fee, so the knowing right and clear consumption right are still aggrieved. The third is that the company managing such service is suspected to operate illegally to open the service arbitrarily, so I demand China Unicom investigate this matter and the company should be punished severely.
